The city suffers from high levels of poverty and unemployment. It also suffers from high levels of crime. Harvey was originally intended to be a model for Christian values and was a Temperance Town. The city grew during the 1950s, but lost population in the 1990s when the economy was in decline. The mayor offered developers millions of dollars in incentives to locate in the Dixie Square Mall and redevelop the Chicago Park Hotel. Both projects were abandoned.
